Mr. Dong, Guoyun is the Chairman and Chief Partner of Beijing Hargent.

Mr. Dong, Guoyun is a Chinese certified public accountant, tax accountant and asset appraiser, a high-end talent in the taxation profession, a Master of Business from the University of New South Wales, an EMBA from China Europe International Business School and a Doctor of Business Administration from Lingnan University in Hong Kong.

Mr. Dong, Guoyun founded Beijing Hargent in 2004, while he has been adhering to the business philosophy of "focus, persistence and excellence" for more than 10 years, and has formed a stable professional team with high influence in the industry. He is also the vice president of Beijing Association of Certified Tax Practitioners, a PPP expert of the National Development and Reform Commission, and the supervisor of Master of Taxation of the Chinese Academy of Social Sciences and Master of Taxation of Capital University of Economics and Business.

Mr. Dong, Guoyun has been engaged in tax consulting for more than 20 years and has in-depth and extensive research and wide practical experience in the field of corporate tax risk management, tax planning and tax value creation. Recent years, Mr. Dong, Guoyun has conducted in-depth research on high-end consulting services in the construction, finance and energy industries, taking into account the tax-related service solutions that Hargent has successfully provided to approximately 100 large enterprises in the industry. In addition he has participated in the preparation of a series of books such as "Tax Management Operation Guide for the Banking Industry", "Implementation Guide for the Construction Industry", "Implementation Guide for the Banking Industry", "Financial and Tax Planning and Operation Practice for PPP Projects", etc. The research results have provided new ideas for high-end tax consultation and enterprise tax risk control system in the industry.
